Did you follow the instructions to create the console "admin" in the Bareos Director? See https://github.com/bareos/bareos-webui/blob/bareos-15.2/doc/INSTALL.md ?

Are they listed with "show all" in bconsole?

The explanations from http://doc.bareos.org/master/html/bareos-manual-main-reference.html are for Bareos >= 16.2, so if you've followed them, you must include the console and profile manually to your director.conf.

Anyway, currently I don't see this as a bug, but as a question for help. Questions this kind belong to the bareos-users mailing list.
