Summary | 0000123: Upgrade to full when fileset changes could be handled more intelligently.
Description | Now, per default backups are upgaded to full when filesets are changed. It is also possible to change this behaviour so hat fileset changes are ignored and not so not upgraded to full. Upgrading to full will often cause big problems, while not saving the desired files when fileset changes are ignored is of course also suboptimal. It may be possible using a combination of accurate backup mechanism or something else to backup all things added to the fileset without having to run a full backup.

will be done, if time is available....
maybe we could add an option that upgrades the backup to accurate instead of full.
Is this still valid with current code (Bareos >21)
