Changeset Fix NDMP DUMP crash with more than 8 incrementals

When doing more than 8 incrementals, the fill_backup_environment()
fails before the we set ndmp_sess.control_acb->job.index_log.ctx e.g.
the so called NDMP Internal State (NIS) as such its not available in
the cleanup.
